Multiple sources have confirmed rumors that the DeLa Express Pipeline is not been moving forward. While this may seem like great news, it's important to stay informed and prepared in case the project comes back in another form.  

Unfortunately, PRPC will cease working in Texas at the end of this year. We have compiled a list of legal and advocacy resources for you to follow up with in case you have additional questions or concerns in 2026 and beyond.

The DeLa Express, a 690-mile natural gas pipeline, is set to cross the entire state of Texas and take land by eminent domain. This pipeline will affect 13,000 acres of land, involves nearly 3,500 tracts of land, and will have 145-foot wide construction areas.

The 42" mainline will transport 2 billion cubic feet of raw natural gas (a mix of methane and heavy hydrocarbons (NGLs) from the Permian Basin to the proposed Hackberry Plant in Calcascieu Parish Louisiana where the gas will be processed to separate out the NGLs for petrochemical feedstock and fuel and then to Lake Charles for consumer markets and for export. The pipeline will have at least 7 compressor stations, and several laterals of smaller pipe making a total of 809 miles of pipeline. Much of the route is co-located alongside pre-existing pipelines magnifying the explosion risk and blast zones. 

De La Express LLC is a subsidiary of Moss Lake Partners, a new and little known corporation with no track record.

The DeLa Express will affect 13,000 acres of land and will have 145-foot wide construction areas and will cut through the following Texas counties: Loving, Winkler, Ector, Midland, Glasscock, Sterling, Coke, Runnels, Coleman, Brown, Mills, Hamilton, Coryell, McLennan, Fall, Bell, Milam, Robertson, Brazos, Grimes, Walker, San Jacinto, Montgomery, Liberty, Hardin, Jefferson. And there will be seven new greenfield compressor stations in Winkler, Glasscock, Coleman, Coryell, Brazos, and Liberty.
