It's a 2x2 action bar using Bartender to customise. I unfortunately cannot pass you a string to import because Bartender does not have such functionality. However, the settings for that action bar is below.

Vertical/Horizontal Growth: Down/Right
Flyout direction: Up
Button look: Check everything except Zoom.
Click-through: Checked.
