1. Recognize Indigenous territorial governance as a core pillar of prevention

Indigenous governance and monitoring of ancestral territories are among the most effective safeguards against environmental crime. The Protocol should translate this recognition into concrete, qualitative indicators for measuring and strengthening prevention.

2. Guarantee the full, effective, and direct participation of Indigenous peoples

Indigenous peoples and their representative institutions must have a formal seat at every stage of the Protocol's negotiation, implementation, and monitoring.

3. Require supply-chain traceability and corporate due diligence, and target the transnational drivers of environmental crime

States and companies should be required to trace the origin of Amazon gold, timber, and minerals entering global markets. The Protocol should also address the financial flows, supply chains, and corporate and State accountability mechanisms that allow these crimes to cross borders.

4. Protect environmental defenders, Indigenous peoples, and human and more-than-human rights through binding safeguards

These should include programs for collective and explicit exemptions for subsistence and customary use, and firm protections against the criminalization of land and environmental defenders.

5. Direct finance for economic alternatives and territorial governance through asset-recovery tools

Current enforcement falls hardest on small-scale miners and loggers who profit least, while those who organize and finance the trade go largely untouched.
