How States Can Use Workforce Pell to Address ECE Workforce Shortages | Child Trends
Workforce shortages have presented an enduring challenge for the early care and education (ECE) field. Persistently low compensation makes it difficult to recruit and retain early educators, and turnover is high. Yet skilled early educators are important to local economies: Given that one in six U.S. workers ages 25 to 54 are parents with children too young to attend kindergarten, early educators provide nurturing environments for children that enable parents to work. Fortunately, the ECE field may have a new source of support. With the launch of new Workforce Pell grants this July, aspiring early educators could soon access federal financial aid for short-term training programs, strengthening the pipeline that brings skilled educators into the field.

Child care access challenges are widespread across the country, but the scale and complexity of the problem can make it difficult for policymakers to know where to begin. Traditional measures of access focus primarily on comparing an estimated demand for care with the number of available “slots.” However, this approach does not adequately capture the preferences, needs, and tradeoffs families must consider every day related to things like affordability, quality, location, and hours, along with whether the care arrangement is able to support their child’s development.

More Than One in Four U.S. Children Who Exited Foster Care in 2024 Were Adopted | Child Trends
In fiscal year (FY) 202[RR2.1]4, 28 percent of children who exited foster care were adopted, according to a new Child Trends analysis of federal foster care data. Adoption can provide children an important pathway to legal and relational permanency. While reunification with parents is the most common and preferred outcome for children leaving foster care, adoption continues to play a critical role in ensuring that children have safe, loving, and permanent families when reunification is not possible.

New data from the National Youth in Transition Database (NYTD) Outcomes file show that the rate of enrollment in post-secondary education among youth with foster care experience has remained relatively stable since 2015. Despite reporting their aspirations to attend and complete post-secondary education, young people with foster care experience also report low rates of post-secondary enrollment and completion. This may be due to barriers such as economic hardships, housing instability, and food insecurity.
